POSITION SUMMARY

The Director Facilities plans, organizes, coordinates, and controls the activities of the Plant Operations and Maintenance functions which are necessary in maintaining the Physical Structures, HVAC, Mechanical, Electrical Systems, Utilities and Grounds of this Hospital in a safe and operative working condition. The Director of Facilities shall be accountable to the Executive Director, Real Estate Operations for planning and maintaining an effective organization, for administering labor and material controls, for training of maintenance personnel in safety and for effective management practices.

ESSENTIAL FUNCTIONS

  • Appropriately communicates to EMT as to the physical and structural conditions of hospital facilities and status of work in progress. Coordinates the repair of equipment, recommends the replacement of or additions to the physical plant, buildings, and building system as necessary.
  • Monitors departmental personnel matters to include interviewing and the hiring of new staff, training, evaluations of performance, promotion, counseling, discipline and termination. Directs the grievances of employees to Human Resources for final disposition.
  • Develops, implements, tracks, evaluates and/or re-writes departmental policies and procedures; Job descriptions, goals, objectives; rounds and standards of work.
  • Builds, develops and participates in the Plant Services & Security team, employee development and standards of quality and productivity. Clearly communicates policies and procedures to staff.
  • Evaluates, troubleshoots, makes recommendations based on best practice and lays out all types of utility systems and apparatus.
  • Performs and oversees Quality Assurance checks and documents findings.
  • Responsible for developing the annual operating budget, which includes personnel, equipment, materials and supply needs. Continues to monitor budget after adoption.
  • Works closely with other departments and administration. Negotiates priorities, plans work schedules, makes job assignments, and orders needed materials, supplies and parts. Recommends use of outside specialty contractors as circumstances indicate.
  • Reads, analyzes, and interprets general business periodicals, professional journals, technical procedures, or governmental regulations. Write reports, business correspondence, and policy and procedure manuals. Effectively present information and respond to questions from groups of managers, clients, customers and the general public.
  • Assures hospital compliance and effective oversight to Environment of Care standards within span of control, including but not limited to Emergency Management & Security Management.
  • Work with Accounts Payable and Materials Management departments. Accountable for operating budgets.
  • Understands and utilizes the CAFM program utilized in Plant Service (EMDBS).

QUALIFICATIONS

  • Associate's Degree from a two-year college or technical school; or equivalent educ/experience
  • 5 years related training; or equivalent educ/experience (preferred)
  • 5 years related experience
  • Knowledge of OSHPD and JCAHO requirements
  • Healthcare experience (preferred)
  • Ability to plan, organize, coordinate, monitor and control operations
